Focus on robust total defence: Combitech strengthens its position

18 July 2025

Combitech reports stable growth in the second quarter of 2025, with increasing sales (+24 percent) and a strengthened position in the total defence sector. Against the backdrop of the global security situation, the need for strong civil and military preparedness has further increased. These capabilities - combined with innovative technology solutions – are crucial for building a resilient society.

Jessica Öberg, CEO Combitech

Total defence remains a prominent subject in public discourse as well as among Combitech 's customers and partners. During the quarter, demand for security-enhancing solutions from both the private and public sectors increased significantly. By welcoming several new customers in security service - including SOC (Security Operations Center) and Incident Response - Combitech is reinforcing its role as a leading player in cybersecurity and preparedness. With advanced solutions, the company helps clients manage and mitigate cyber threats, while seizing and further developing the opportunities brought by digitalisation.

Total Defence Report 2025: Progress made, but the need for guidelines remains

The annual Total Defence Report, which is carried out by Combitech, shows that progress has been made in strengthening total defence capabilities among Swedish companies. However, the report highlights a clear knowledge gap, which combined with slow capabilities development, raises concerns for Swedish preparedness. Seven out of ten business leaders are calling for clearer guidance from the government and public authorities regarding the role of the business sector in total defence. Jessica Öberg, CEO of Combitech, comments:

"Immediate action is needed to build broader total defence capabilities and cooperation at local, regional and national levels. Strong preparedness is essential for the stability of both society and business. That is why we have proposed that the Government establish an acceleration office for total defence - to coordinate efforts, strengthen collaboration, share knowledge and improve training capabilities."

Key events during the quarter

  • A NATO country has placed a purchase order for Saint, a signals intelligence and electronic warfare system with annual maintenance and support agreements.
  • Several customers, including authorities and private companies with high security requirements, selected Combitech's advanced SOC services during the quarter. These services meet demands for both cutting-edge technology and high security standards.
  • Combitech has extended its framework agreement with the Government Procurement Services at the Legal, Financial and Administrative Services Agency (Kammarkollegiet) concerning consulting and IT security services.
  • A new two-year framework agreement has been signed with Sinfra (purchasing center for municipalities, regions and municipal companies), with the option to extend for up to six years. The agreement covers consultancy services in asset management and infrastructure information.
  • For the third consecutive year, the Total Defence Report was released in May. The reports shows that Swedish companies still lack adequate preparedness for crisis or, in the worst case, war - but that as many as 74 percent want to learn more about total defence.
